Canva has two kinds of template, and they do different jobs. The library holds the millions that everyone can open. Your own Brand Templates are designs you publish into the Brand section of your account, for you and your team to start from. Publishing and updating them needs a paid plan, and on a team only owners, admins and brand designers can do it. To publish, choose Publish as Brand Template on the menu bar above the editor, or Share, then See all, then Brand Template if that button is missing. Publishing deletes every comment on the design. People then find it under Brand, on the Brand Templates tab.
