Open aistudio.google.com/apikey and sign in with the Google account that should own the bill. A new user gets a default Google Cloud project and a key made automatically once the terms are accepted. If you already use Google Cloud, AI Studio creates nothing, so open Dashboard, then Projects, press Import projects, pick one, and then press Create API key on the API Keys page. Rename the default project.
